HSE interview questions are competency-based: most Health Service Executive interviews focus on the competencies and professional knowledge listed in the job specification, and a board of usually three people scores how clearly you show them. Expect "Tell us about a time when…" questions built around headings such as Professional Knowledge & Experience; Communications & Interpersonal Skills; Planning & Managing Resources; Evaluating Information, Problem Solving & Decision Making; Team Working; and Commitment to a Quality Service.
Those six headings come from a Grade V Staff Officer job specification the HSE published in 2026. Headings vary by grade and profession, so always work from the job specification for your own campaign. This guide explains the process, how answers are judged, and gives practice questions and example answers we wrote. For the wider Irish context, see our job interview tips for Ireland.
How does the HSE interview process work?
The stages below come from the HSE's recruitment pages on about.hse.ie, including its screening process page, checked in October 2026.
| Stage | What the HSE says happens |
|---|---|
| Application | You complete the application form for that campaign, including competency questions; decisions are based entirely on what you write. The HSE normally confirms receipt within 2 working days |
| Screening and ranking | Eligibility is checked against the job specification; a ranking board may score application forms, and interviews may be held in phases, in order of your ranking |
| Interview | Usually 2 weeks' notice; a panel of usually 3 people (subject matter experts and a manager), with an independent person on the board; bring photo ID; no mobile devices allowed |
| Results and panel | For some campaigns, successful candidates go on a panel in order of merit and are offered vacancies from the top as they arise |
| Clearances | References, Garda or police clearance, occupational health and, where relevant, professional registration |
| Offer | A recommendation from the interview board is not a job offer; the HSE says not to hand in your notice at the "recommendation to proceed" stage |
All HSE jobs are advertised on the HSE jobs site, and jobs at Grade VIII and above are also advertised on publicjobs.ie, which runs a similar competency approach for the wider civil and public service. Our publicjobs.ie interview guide covers that side. HSE appointments are made under a recruitment licence and follow the Code of Practice of the Commission for Public Service Appointments.
What competencies does the HSE test at interview?
Each job specification has a section called "Skills, competencies and/or knowledge". The table uses the headings and some of the indicators from the 2026 Grade V Staff Officer specification (campaign NRS15529), with a practice question we wrote for each.
| Competency | What the specification asks you to demonstrate (selected) | Practice question we wrote |
|---|---|---|
| Professional Knowledge & Experience | Knowledge of the health service and how it works; experience relevant to the duties | What do you know about how this service is organised, and how does your experience fit it? |
| Communications & Interpersonal Skills | Presenting information clearly; dealing with senior managers and stakeholders; strong writing | Tell us about a time you had to explain a difficult message to a senior manager or a member of the public. |
| Planning & Managing Resources | Managing deadlines and multiple tasks; working within resources; responding to changed plans | Describe a time you had several deadlines at once and fewer people than you needed. |
| Evaluating Information, Problem Solving & Decision Making | Analysing information; resolving complex issues; knowing when to refer a decision upwards | Tell us about a decision you made with incomplete information. When would you have escalated it? |
| Team Working | Working independently and in a team; motivation in a changing environment | Give an example of how you helped a team adapt to a change in how work was done. |
| Commitment to a Quality Service | Awareness of the service user; high work standards; professional service to stakeholders | Tell us about a time you improved the service for patients or service users. |
Clinical and professional roles add profession-specific knowledge, such as clinical scenarios for nursing posts. Our nursing interview questions guide covers those. The HSE's four core values are care, compassion, trust and learning, according to its mission, vision and values page; showing them in your examples helps, especially in Commitment to a Quality Service answers.
How are HSE interview answers judged?
The HSE says candidates score higher when they clearly show, in both the interview and the application form, that they have the experience, skills and competencies for the role. Its guide to competency questions explains what the board looks for. In summary:
- Use a three-part structure: the task, problem or objective; what you did and when; and the outcome, including how much of the credit you can claim.
- Be specific. Include timescales, the number of people involved and budgets, so the reader can see exactly what you did.
- Explain how and why you acted as you did. Vague descriptions of your role do not count as evidence.
- Do not rely on your job title. The HSE says reviewers will not assume you have a skill because of your current role, length of experience or qualifications.
- Vary your examples. Do not use the same example for more than two competency areas.
The board may ask for more examples than you gave on your form, and it may question you on what you wrote. Bring a paper copy of your application form (the HSE allows this) and prepare at least two examples per competency. The three-part structure is close to the STAR method; our guide to competency-based interviews explains the scoring logic.
Example HSE interview answers
These are example answers we wrote to show the structure. Use your own experience; the board will probe details.
Planning & Managing Resources (Grade IV or V administration): "In March last year our office had to process about 400 renewal applications in three weeks while two of the five staff were on leave. I listed every application by deadline, split them into same-day and complex cases, and agreed with my manager that I would handle the complex cases while two colleagues cleared the simple ones. I set up a shared tracker we updated at the end of each day, so we could see the backlog falling. We cleared all of them two days early with no complaints. I'd claim most of the planning credit, but the result depended on the whole team."
Commitment to a Quality Service (patient-facing role): "On our outpatient clinic, patients often rang to ask whether their appointment had been moved, because letters arrived late. I logged the calls for two weeks: about 30 a week were about appointment changes. I suggested a text reminder three days before each appointment and drafted the wording with our clinic manager. After it started, those calls dropped to a handful a week, and fewer patients missed appointments. It showed me that small changes in communication make a real difference to patients' experience."
Notice what both answers do: a date or timescale, numbers, the candidate's own actions, and an honest statement of credit. For more structured examples, try the free STAR story builder.
Registration, permits and moving to Ireland for an HSE job
The HSE can only employ regulated health professionals who are registered with the relevant professional regulator in Ireland, and it advises starting recognition or registration as early as possible because it takes time. Its overseas candidates page, as of October 2026, says:
- EEA, Swiss and British citizens do not need work permits or visas.
- Non-EEA applicants living in Ireland must provide evidence of their immigration stamp with their application.
- For permanent roles, the HSE says it can only sponsor an employment permit for a Graduate Stamp 1G holder if the role is on the Critical Skills Occupations List.
- An international recruitment relocation package for roles of at least 2 years covers flight and accommodation costs up to €4,160 if you are based in the EU or UK, or €4,710 if you are based outside the EU, with receipts.
This is general information, not immigration advice; check the official pages for your situation. Our guide to interviewing in Ireland as an international candidate covers right-to-work questions, and our guide on salary expectations in Ireland covers pay.
How to prepare for an HSE interview
- Print the job specification and highlight every competency heading and indicator.
- Reread your application form. Everything on it is fair game, and the board may ask you to expand on it.
- Prepare two examples per competency, each with a date, numbers and your share of the credit.
- Learn the service. Know how your area is organised and one current priority that affects it.
- Practise out loud and time yourself. Aim for two to three minutes per answer.
- Plan the day. Bring photo ID and a paper copy of your form; leave your phone away, as mobile devices are not allowed in the interview.
For step 5, CoPilot Interview's Mock Interview builds questions from your CV and the job specification, reads them aloud, and scores each spoken answer out of 10 with what worked, what to fix and a model answer, then gives you a report card. The free plan is 15 minutes a day with no account, and the browser mock interview needs nothing installed. Use it to practise beforehand only. Follow the rules of the employer or assessment you're in — many people use it only to practise, which works on the free plan.

What type of interview does the HSE use?
Most HSE interviews are competency-based. The HSE says most interviews focus on competencies and professional knowledge and skills, and the competencies tested are listed in the job specification for each campaign.
Who sits on an HSE interview panel?
The HSE says a panel of usually 3 people conducts the interview, including subject matter experts and a manager, with an independent person on the interview board.
How much notice will I get for an HSE interview?
The HSE usually gives 2 weeks' notice before an interview, though it says this can be shortened in certain circumstances.
What is an HSE panel?
For some campaigns, candidates who pass the interview are placed on a panel in order of merit. When a vacancy arises, the highest-ranked candidate who confirms interest is considered first, subject to checks and clearances.
Is a recommendation to proceed a job offer?
No. The HSE says a recommendation from the interview board is not a job offer, and it strongly recommends you do not hand in your notice at the recommendation to proceed stage.
Can I bring my phone or notes into an HSE interview?
The HSE says you can bring a paper copy of your application form, but mobile devices are not allowed during the interview. You will also need recent photo identification.
How should I structure HSE competency answers?
Use the HSE's three parts: the task or problem, what you did and when, and the outcome with how much of the credit you can claim. Be specific about timescales, people and numbers.
